Military conflicts, as fundamental threats to human existence and its peaceful and harmonious development, oblige both the international community and individual state organisms to, among other things, build a legal environment, which in situations of military conflicts or other disasters will allow, if not to eliminate, then at least to minimise the effects of such events. The Republic of Poland, as one of the states being a direct neighbour of the arena of armed actions, faced the challenge of preparing legal solutions adequate to the threats occurring now or likely to occur in the future. This study aims to answer the question of what role should be played by local government in the face of threats to external security. This choice was inspired by the military conflict beyond our country's eastern border and, coincidentally, by public discussion and the passing of the Homeland Defence Act of 11 March 2022.
