The purpose of this article is to demonstrate the incorrect use of zoning to protect land investments has negatively influenced the competitiveness of the Ciudad Juarez urban market. Particularly, the inappropriate application of zoning has affected property values in the former central areas. Moreover, this article proposes some elements that might be taken into consideration to systematize the development of urban administration (adu) and growth management policies within the Mexican urban context. Finally, the document discusses some of the adu criteria considered by potential buyers to acquire new housing within the city.
