Deepening Path of Marine Management System Reform in Fujian Province from the Perspective of Holistic Governance
Abstract
The Fourth Plenary Session of the 19th CPC Central Committee has put deepening the reform of the administrative management system of governance in the new era in an important position, to promote the modernization of national governance system and governance capacity needs to pay high attention to a research topic. "Deepening" is a major proposition rule of China’s marine administrative management system reform under the core principles. Since China's reform and opening up, provincial oceanic management system of Fujian Province has experienced the reforming process from decentralized management to comprehensive marine management, ocean to ocean management diversification for many years, which have made the upgradation of ocean governance system and the ability to get a promotion. However, it was still faced with the dilemma of "departmentalization" and "fragmentation" of the marine management system caused by the overlapping functions of administrative departments, the inconsistency of administrative institutions, the loose public-private relationship of the management model, and the weak binding management system. The overall governance provided a theoretical perspective for the in-depth advancement of the reform of the marine management system, based on the overall governance framework of deepening the reform of the marine management system in Fujian Province and using the beneficial ideas of integration and coordination in the concept of holistic governance. It was proposed that Fujian Province should further clarify the division of functions of marine administrative departments, strengthen the coordinated law enforcement of marine administrative departments, build a closer public-private cooperation marine management model, strengthen the binding force of the marine administrative management system, build an overall governance framework of the marine management system in Fujian Province, and promote the deepening of the reform of Fujian's marine management system, so as to realize the deepening of the marine management system.
