Political communication is a unique type of interaction between the actors and an essential tool for forming the policy. One of the most important factors that influence the nature of the communicative environment of the municipality is the number of residents. According to the comparative analysis of the structure of actors, the widest range of participants in communicative processes can be identified in the study of the urban district with mid-size and average number of inhabitants The most informative in terms of the objective is to classify actors on the purpose of their activity. The analysis of the identified eight groups of actors shows that at the level of the mid-size municipality the political parties or non-government political organizations, as such, do not have a significant political potential. Much more powerful are formal and informal associations of citizens arising from the need to solve a particular problem, which is important for the municipality population as a whole or for its substantial part.
