Adaptation urbaine post-catastrophe : la recomposition territoriale de La Nouvelle Orléans

Abstract

New Orleans’ post-Katrina disaster recovery is still incomplete. However, settlement adjustments already display a “second-order” adaptation pattern to the persistent hurricane hazard. The “second-order” adaptation concept encompasses the adjustments that result from individual household decision instead of planned action by government’s decision. However, New Orleans is still reluctant to admit the benefits that could result from the shrinkage of its territorial footprint.
