Abstract
This text suggests a critical reading of the rescaling theory through the case of Montreal. The authors stress the importance of institutional context for analysing the process of construction and legitimisation of the metropolitan level in a context of scale restructuring. The Montreal example illustrates the strength of local inertia and questions the idea that collective action and mobilization emerge at the metropolitan scale; they are mostly carried at the provincial and local level.
