Mechanisms for Implementing the Potential of High-Tech Startups in the Field of Information and Communication Technologies

Abstract

The article substantiates the importance of creating and developing startups, the activities of which are aimed at developing and implementing the latest business ideas, searching for innovative solutions to solve complex entrepreneurial problems. The characteristics of the mechanisms (institutional-organizational, financial-investment, innovation-technological, intellectual-personnel) of implementing the potential of high-tech startups, in particular in the field of ICT, are provided, formed taking into account the importance of applying an integrated approach to the management of key processes to achieve stable growth of the startup. The article highlights importance of forming the latest model of business process management (institutional and organizational mechanism), provision of financing, efficient management of cash flows and attraction of investment capital (financial and investment mechanism), integration of advanced technologies and innovative solutions and products (innovation and technological mechanism), improvement of human resources management, focused on attracting, development and efficient use of intellectual potential and staffing (intellectual and personnel mechanism) in the process of implementing the potential of high-tech startups. An instrumentarium is formed for each of the mechanisms for implementing the potential of high-tech startups in the field of ICT, which consists of initiating the creation of IT incubators and accelerators, forming a network of innovative IT clusters, participating in global IT hubs, crowdfunding Internet platforms, setting up crowdinvesting, implementing P2P lending, using frameworks, interfaces and ICT algorithms, creating encrypted storages, using encryption and multi-factor authentication methods, introducing the practice of using outsourcing and freelancing, BI systems and HR technologies, etc.
