The failure to access housing by the low-income households is one of the most important problems worldwide. The most important cause of this problem is the inability of the low-income households to afford housing market prices. The concept of “Affordable Housing” has emerged at this point as an important housing policy, which focuses on the ratio between the household incomes and housing costs. This concept has been adopted by many countries due to envisage housing for lower income households. In this context Housing Development Administration of Turkey (TOKI) provides housing for low-income households. This paper evaluates low-income housing produced by TOKI within the concept of Affordable Housing through the results of a survey realized in TOKI Ankara Kusunlar Low-Income Housing Project. Survey was conducted to 100 household in 1-10 March 2014. The preliminary causes of implementation in the case study area originating from the concept of affordability are discussed.
