Motivational factors of the effectiveness of HR-management in the activities of social aid services and social service delivery

The article presents the results of the study of the regularity of formation and functioning of the motivational mechanism of activity as a factor in improving the effectiveness of HR-management in the field of social assistance and social services. In the context of scientific discourse on the modernization of public administration, the content and application of process and substantive theories of motivation are analyzed; their role and place in the modern paradigm of HR management are determined, including institutions specializing in social assistance and social services. It is substantiated that prompt and qualified provision of social services aimed at prevention and overcoming of difficult life circumstances, as well as minimization of their negative consequences for the population through social prevention, social support and social services, is a prerequisite for social security and sustainable development. The importance and state of the system of social assistance and social services in Ukraine are analyzed, its ability to comprehensively respond to relevant requests of citizens in order to prevent increasing social risks and inhibit positive trends in the social sphere is examined. It is determined that the optimization of the functioning of the system of social assistance and social services requires improvement of the applied tools of HR-management, in particular in terms of material, status and labor motivation of civil servants. Particular attention is paid to clarifying the principles of the motivational process in terms of the specifics of social policy of Ukraine and developing a procedure for motivational monitoring as a tool to improve the effectiveness of HR management in the public administration sector. The methodological basis of the study was the theoretical generalization of scientific judgments about the motivation of work as a basic function of HR-management, the use of statistical methods of data analysis. This approach provided a comprehensive theoretical justification of the author’s position on the role of motivational mechanisms in achieving priorities of the state social security, allowed to formulate recommendations aimed at increasing the motivational potential of specialists in social aid services and social service delivery.
