With the entry into force of the Fundamental Law of Hungary, the autonomous regulatory body as a type of administrative body was included among the central state administrative bodies, namely the central state administrative bodies with autonomy. A specific feature of autonomous regulatory bodies is that they also have the power to legislate within the framework of their regulatory activity, i.e. they can intervene in the relations of the sector they administer by establishing generally binding rules of conduct, which are enforced through the official activities falling within their remit. The characteristics of the legal status of autonomous regulatory bodies and the components of their autonomy are therefore of particular importance in the system of public administration, in that the autonomy of autonomous regulatory bodies, the content and the degree of their independence are not identical - unlike autonomous state administration bodies - but are adapted to the professional content and the EU and constitutional requirements of the specialised area of administration for which the Fundamental Law authorises Parliament to establish these bodies.
