Background. Education has a significant impact on the level of development of society and its stability. The socialization of members of society, their life orientations, values, legal awareness, general outlook and professional competence directly depend on the effectiveness of education. However, the question of the conditions of effective educa-tional activity is mainly reduced in nature and is reduced to the analysis of the structure of the institute of education and professional development of teachers. At the same time, the issue of external conditionality of the educational process, as well as the dependence of education on the state of other public institutions, is often not considered. As a result, deci-sion-making on the optimization of the educational system is often carried out in conditions of lack of information, which negatively affects the quality of measures taken. This deter-mines the importance of studying not only internal, but also external factors of educational effectiveness, as well as their correlation. The purpose of the study is to identify and detail the main set of external and internal factors of the effectiveness of the institute of educa-tion. Materials and methods. During the preparation of the article, such methods of scien-tific cognition as analysis, comparison, abstraction, deduction, system method, as well as structural-functional, socio-phenomenological and axiological approaches were used. Re-sults. The effectiveness of education is inextricably linked with the state of society, which is manifested in three key indicators: the demand for education, its quality and the involve-ment of students in the educational process. The most productive educational process is when the state of the educational system meets social needs and takes into account the characteristics of students, and the main social institutions are functional enough to meet the functional needs of education as an institution. Conclusions. It is impossible to increase the effectiveness of education to the full extent only due to the impact on the educational system. To optimize educational activities, it is necessary to influence both the internal structure of the education system and the external factors that determine its state.
