Electronic Management In French , Jordanian and Iraqi Legislation

Modern technology plays an important role in the development of various aspects of life, facilitating procedures, resulting in saving time, effort and money. E-management is the result of this technological development, which governments have begun to introduce, and states have been enacting legislation on it, particulary because of its positive effects on service recipients. The countries of the study are Jordan, France and Iraq. The study began gradually moving from traditional management to electronic management, in accordance with the French , Jordanian and Iraqi legislation, which begin seriously to work on getting rid of all paper transactions and replacing them with electronic ones. This step-by-step transition is considered in an effort by the departments to develop the administrative system, facilitate the recipients of the service and develop the relationship of citizens with public administrations, because of the advantages provided by electronic management that are in the interest of the citizens.
