THE VULNERABILITY OF THE CROP PRODUCTION TO EXTREME CLIMATE EVENTS IN ROMANIA – A TERRITORIAL APPROACH

The extreme climate events cause substantial crop damages in the whole world, and their frequency shows an increasing tendency. In Romania drought is one of the most important climate risks. In the frame of the EU Common Agricultural Policy new measures regarding to the adaptation to climate change impacts were introduced in the new programming period. Two of them are risk management tools available for farmers: DR31. Financial contributions to the payment of insurance premium and DR32. The support tool for farmers affected by losses in agricultural production. The aim of this study is to carry out a county-level vulnerabilty assessment in order to identify those territories of the country which will probably benefit the most from these supports. First of all, the evolution of the main crops’ yields is analyzed using statistical methods, then the results are linked to some drought maps available for Romania. Those counties will probably be the most vulnerable to extrem climate events and especially to drought, where the main crops are characterized by relatively large land area, high yield variations, low resistance to drought, and where the drought risk level is high or very high. According to our results mainly some counties of the South-West, South and South-East regions will probably be in this situation, but out of these, there are other territories too which may be particularly vulnerable to the extreme climate events.
