Local self-government reform as an effective mechanism for increasing the level of territorial communities civil protection
Abstract
The article is devoted to detailed analysis of functions and powers of executive agencies and local self-government bodies in Ukraine as to implementation of state policy in the sphere of civil protection, in particular, as to prevention and liquidation of emergency situations consequences of technogenic and natural character. It was showed main problems of the civil protection sphere of populated localities which are to be solved urgently at the level of regional authorities. It was also found out the key ways of a modernization of the civil protection state system, was grounded the importance, ways and prospective for the increase of the level of civil protection of territorial communities’ citizens, territories and an environment from emergency situations and other dangerous incidents in the context of the establishment of the reform of a local government and a territorial organization of powers in Ukraine and its European integration.
