The legal rules must meet specific formal canons and must be adequate in content and consistent with the parameters of the entire legal system. Pursuing quality in the production of legislation is therefore a determining factor for good administration, growth and economic development of a state. From a governance perspective, the tool of better regulation represents a moment of renewal of social participation and an instrument of democracy in the relationship between the state and its citizens. The intrinsic quality of regulation, right from the moment of its design, is therefore a cornerstone of the sustainable development goals set at global and community level today. And in this sense, better regulation is part of the transition strategy towards new community values. To ensure effective adaptation to the medium-term government objectives established by sustainable development policies, the national legislator will therefore have to make use of experimental forms of regulation, new standardization techniques such as RegTech and SupTech, algorithmic regulation techniques, to adapt the regulatory tools to the new data-based social and economic model. Technological innovation and the use of the most advanced technologies must be the engine of change in the coming years.
