ORDENAMENTO TERRITORIAL DO ESPAÇO RURAL PARA A POLÍTICA NACIONAL DE DESENVOLVIMENTO EQUILIBRADO: REFLEXÕES PROPOSITIVAS A PARTIR DA LITERATURA PUBLICADA / TERRITORIAL PLANNING OF RURAL SPACE FOR THE NATIONAL POLICY FOR BALANCED DEVELOPMENT: PROPOSITIONAL REFLECTIONS FROM THE PUBLISHED LITERATURE

Abstract

O território como ponto de partida da política pública conduz a um processo de ordenamento que procura abarcar de forma cada vez mais ampla as esferas econômicas, sociais e ambientais da população brasileira. Contudo, a noção de ordenamento territorial sozinha não suporta à complexidade da dinâmica social. Sendo assim, o presente artigo tem por objetivo discutir aspectos relacionados ao ordenamento territorial do espaço rural para a efetivação da Política Nacional de Desenvolvimento Equilibrado (PNDE). Com base em leis, decretos e outros artigos da área, debateu-se a respeito da necessidade de articulação entre os entes federativos, agentes públicos e privados e a sociedade civil organizada, no âmbito da noção de governança territorial. Ademais, defendeu-se a utilização do Zoneamento Ecológico-Econômico (ZEE) como ferramenta fundamental para a implementação da PNDE. Por fim, reitera-se a imprescindibilidade de se compatibilizar e equilibrar o crescimento econômico com o meio ambiente em prol do desenvolvimento sustentável. Abstract: The territory as a starting point for public policy leads to a planning process that seeks to encompass the economic, social and environmental spheres. However, only the notion of territorial planning does not support the complexity of social dynamics. This article aims to discuss aspects related to the territorial planning of rural areas for the implementation of the National Policy for Balanced Development (PNDE). The methodological path of this documentary research made use of the legal basis on the subject, scientific articles and the review of plans and instruments already implemented in Brazil. There was a debate about the need for articulation between federative entities, public and private agents and organized civil society, within the scope of the notion of territorial governance. Furthermore, the use of Ecological-Economic Zoning (ZEE) was defended as a fundamental tool for the implementation of the PNDE. Finally, the indispensability of making economic growth compatible with the environment in favor of sustainable development is reiterated.
