Autonomia e descentralização: a (ex)tensão do tema na agenda das políticas educacionais recentes

This text discusses the instrumental use of the concept of autonomy in the policy directives in this area, especially since the 1980s. As a rule, the term has been used pragmatically, sometimes as a synonym for decentralization and de-concentration. Other times it has been a stage subsequent to the decentralization process, after which the school will finally be free to elaborate its own flight plan. In this sense, these controversies are discussed based on the documents of multilateral organizations and literature in the areas. The intention, in this case, is to try to design a brief panel where questions can originate to illuminate the possible relationships between international directives — invariably gestated inside organizations headquartered in the developed countries — and policies implemented by the peripheral countries, and not obviously, to evaluate the implementation of these policies.
