A complex mechanism of public management of the economic development of urban areas under the conditions of martial law and post-war reconstruction

The article develops a complex mechanism of public management of the economic development of urban areas, which includes a set of directions, as well as tasks aimed at their provision, in particular: 1. the development of the economic potential and competitive advantages of urban areas, which first of all means the transition to an innovative type of development, the development of the largest urban agglomerations as centers of economic growth, which involves the achievement of the following tasks: the creation of centers of economic development, through the formation of agglomerations, the creation of clusters, technopolises, technology parks and business incubators; development of processing industry: transition from trade in raw materials to trade in goods with high added value; creation of new jobs through the development of small and medium-sized businesses; determination of priority industries that should be developed in accordance with the potential of urbanized areas; 2. reconstruction and development of infrastructure that meets the requirements of environmental friendliness and energy efficiency, focused on inclusiveness and innovation, in the framework of which the following tasks are defined: restoration of critical infrastructure, in particular energy facilities, electricity, water and gas supply; development of logistical support, in particular, restoration of roads, bridges, airports, railway infrastructure; reconstruction and development of social facilities, in particular educational institutions, health care institutions, cultural institutions); 3. development of the field of urban planning, reconstruction and development of the housing stock, which includes a set of tasks aimed at: improving the planning and development of territories; renewal of dilapidated and emergency housing stock; provision of temporary housing for internally displaced persons; reconstruction of damaged as a result of military aggression and construction of new residential buildings with provision of engineering, transport and social infrastructure. In order to ensure the achievement of the tasks outlined above in terms of the identified directions, a list of measures of legal, organizational, economic and information influence, which should be aimed at the restoration and economic development of urbanized areas, has been determined. In general, the proposed complex mechanism will contribute to overcoming the consequences of the Russian-Ukrainian war in urban areas and their further economic development, which in turn will contribute to the reconstruction and modernization of the country, the construction of a new model of the economy, and will also allow Ukraine to become a highly developed European state.
