Digital transformation on a local scale

Objectives The aim of the study is also to assess the level of advancement of the process of digital transformation of local government at the local level, and identification of barriers that hinder this process. Material and methods The article uses the method of analysis and criticism in literature, which was considered the best from the point of view of the questions posed, and also showed the results of a diagnostic survey carried out by means of an electronic survey containing 25 questions addressed to the secretaries of municipalities of Świętokrzyskie voivodship. Results The study found that the communes of the Świętokrzyskie voivodeship were insufficiently prepared for the digital transformation process. The main barriers were the lack of sufficient equipment, but also the level and lack of competence of employees. Conclusions 1. Most of the surveyed communes have constant access to the Internet, which is the basis for implementing digital solutions. However, there are also units that do not have this access. 2. Deficiencies in equipment, especially in mobile devices, strongly limit the provision of services remotely. Another problem is the lack of staff responsible for the process of digital transformation of offices. 3. The most frequently indicated barriers to digital transformation were the lack of financial resources, but also the level of competence and the attitude of employees towards new solutions. A significant barrier was the low competence of the recipients of these services. Related solutions digital transformation at the local level should cover not only local government administration, but also residents.
