REGULAÇÃO DE NOVOS MERCADOS E INOVAÇÃO: UMA ABORDAGEM A PARTIR DO ESTADO EMPREENDEDOR E DO INTERESSE PÚBLICO
Abstract
Purpose – The purpose of this study is to generate contributions to the field of economic regulation, especially to bring the regulatory state closer to functions beyond the mere correction of market failures. Methodology/approach/design – The starting point considers the market as a social arena whose interaction among its agents can result in the creation of new niches and specialize the economic arenas. In this sense, some concepts such as regulatory capitalism, resignified by John Braithwaite, and the regulatory state and entrepreneurial state are addressed to understand how innovation can be attributed to the public interest. About the methodology and research techniques, the bibliographic review and documentary analysis are used to construct this theoretical analysis. Findings – This study aims to outline a theoretical discussion on how the regulation of new markets can be influenced by approaches related to the entrepreneurial state and the notion of public interest. Finally, possibilities of future paths for the continuity of this research are suggested.
