The article assesses the current state of the digital economy in the Russian Federation. The role of human capital in its formation with the justification that the development of organizations in the transition to a digital economy is inextricably linked with the ability to effectively manage human capital is revealed. The components of human capital in the innovative development of the territory are presented. The tasks of educational institutions in the framework of training for the digital economy are described. The main factors of the slowdown in innovation activity and the development of modern information systems, which are one of the indicators of the development of the digital economy in Russia, are identified. The General problems in the sphere of realization of digital economy and directions on their minimization are presented. The directions for the successful implementation of innovative programs in the development of the digital economy of Russia are proposed.
