Identification and Analysis of Macro Actions to Achieve Regulatory Goals in the Country's National Information Network

The triggering of the national information network ecosystem has been proposed as the main solution to respond to the challenges of cyber space. Today, countries have launched a national information network and provided services on this platform in order to rule in cyber space and solve its challenges, especially in security and legal fields. Considering the scope of the definition and missions of the National Information Network, the mission of the regulatory institutions are to create balance in its ecosystem. Determining the macro-regulatory actions of the National Information Network is an issue that is very important for the realization of the goals of the National Information Network and requires the review of upstream documents. The review of upstream documents in this research was done using the documentary method, and then through group interviews with experts, the necessary information was collected and the data was analyzed using the Delphi technique. Finally, 25 macro actions of regulation were counted and 11 macro actions were recognized with first priority, 10 macro actions with second priority and 4 macro actions with third priority. Considering the wide dimensions of the National Information Network and the lack of determination of the position and macro-regulatory actions in the architecture of the National Information Network, in this research, the macro-regulatory actions of the National Information Network based on upstream documents, the mapping of macro-regulatory actions with the architecture of the National Information Network and the prioritization of macro-regulatory actions for the realization of the goals of the national information network has been identified, analyzed and explained.
