The Indigenous Communication-Information-Digital Protagonism in the Information Society: Background, Experiences and Challenges
Abstract
A research that presents the icts (Information and Communication Technology) impact on the indigenous peoples, their historical experiences with communication and information means, as well as a global vision on their information-communication situation. The indigenous peoples are being empowered by the ICTs creative and collaborative use, mainly Internet, getting a “native digital convergence”, that is to say, the dissemination of diffrent types of information through the digital space on line. Upon the end of the Second International Decade of the World’s Indigenous Peoples (2005-2015) and of the International Year of Indigenous Communication (2012), it is intended to answer the following questions: What is the appropriation level of ict by the indigenous peoples in Latin America? What is the type of access/use given to ICT? What are the main progresses, diffculties and challenges entailing the creation of a digital space that reflects their interests, claims and aspirations? The conclusion is that the indigenous peoples’ right to information/communication has been an effort, whereby the cyberspace, represented by the Internet, allowed their practices and knowledge to be globally visualized.
