OBSERVATIONS ON AMAZON COOPERATION PRIORITIES: A MISSION-ORIENTED POLICY OUTLINE ON THE REGIONAL BIOECONOMY DEVELOPMENT
Abstract
The purpose of the article is to critically analyze the cooperation projects developed within the scope of the Amazon Cooperation Treaty Organization, highlighting the lack of exploratory initiatives of the avant garde potential of biodiversity in the region and proposing new forms of cooperation based on the idea of research and innovation oriented to the development mission of the regional bioeconomy. Based on theoretical aspects of international cooperation, the aim is to demonstrate that the characteristics of cooperation projects carried out and in progress in the region result from the limitations of the institutional design provided for in the treaty. The absence of specific technical and scientific cooperation projects aimed at the economic use of Amazonian biodiversity assets would also result from a specific institutional deficiency of the Amazon Cooperation Treaty Organization. Facing the challenge of multilateral cooperation between unequal countries, it is proposed the institutional redesign and insertion of mechanisms that enable research, innovation and financing oriented to the mission of economic development, which would be consistent with the objectives of socio-economic development and environmental preservation of the Amazon. It is also proposed the use of the institutional framework and the experience of Brazil in the creation of entities and projects to promote research directed to specific areas.
