This article meditates on the role played by universities in countries on the north and south. It affirms that nowadays—period during which the relationship with technology has become closer—universities (mostly in the south) have lost the possibility of designing their own research agendas. The author advocates the creation of universities that, in developing contexts, play the role of change agents in the relations between technology and society.
