PUBLIC POLICIES FOR ENVIRONMENTAL MANAGEMENT IN AN URBAN AREA IN THE AMAZON: FROM THEORY TO PRACTICE

One of the main weaknesses of the municipalities in relation to environmental issues is the absence of an adequate institutional structure or even the already inefficient management employed. Analyzing these variables contributes to regional development, being able to promote the improvement of the population's quality of life and make public management more efficient. Thus, the study aimed to carry out a critical analysis about the efficiency of the application of public policies in the environmental management of the municipality of Castanhal-PA., Evaluating it, observing if the existing policies are being fulfilled, also analyzing how civil society behaves in the face of possible environmental problems generated. The methodological procedures are constituted of factors that present a qualitative design, based on field research, bibliography and data collection. The results showed that there is still a long way to go within the Municipality, which has a very strong theoretical basis in relation to achieving this good management, however, they do not apply in practice, taking into account that the Master Plan does not actually meet the needs of the municipality. Finally, environmental public policies have undergone some advances in the studied municipality, but these are still enough to meet their needs.
