Itinerário da Política Pública: o caso do Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais

Abstract

The National Program for Sustainable Development of Rural Territories (PRONAT) was launched in 2003, at the beginning of Lula's first term. After nine years of the launch of this innovative policy, a series of studies was conducted, identifying progress and obstacles along its path, which allows to draw from the theoretical framework of public policies, a "itinerary" of PRONAT. Therefore, the purpose of this paper is to analyze the steps taken in the process of conception and implementation of PRONAT, emphasizing, in a special way, four moments: (1) formation of the agenda, (2) problem identification, (3) policy formulation and (4) implementation.
