“Once Again Never Again?”
Abstract
Thomas G. Weiss argues that the ‘Responsibility to Protect’ Report is a “culmination of a long effort to inscribe the pledge of “never again” in law and practice”. Striking a positive note, and advocating more outright adoption of the Report’s principles, Weiss concedes that there is a long road ahead, citing Zimbabwe as an example of a setting where exterior pressure is desperately needed to prevent atrocities.
