The article analyses social changes that took place in Western Ukraine with the advent of the soviet rule in the spring of 1939. The policy of the Bolshevist Party was imposed on society under the image of nation and culture building. Book stocks and printed matters of libraries and museums were rigorously censored, censoring authorities monitored repertoires of theatres, philharmonic societies and programs of recreation centers. Development of structural links of national education and culture declared by the government was nothing but a fake. Though in terms of health care the soviet government managed to achieve significant progress - private health care institutions and drugstores were nationalized, free medical treatment open to public was introduced.
