From a historical-comparative perspective, the article analyzes the emergence and retraction of the Social Welfare State in European countries, focusing on Continental Europe. It seeks to understand how the transformations of global capitalism, beginning in the 1970s, which came to be institutionalized in the 1990s with the formation of the European Union, affected the institutional design of social policies, with an emphasis on labor and employment policies. The main conclusion is that, despite the variations observed in the pace and intensity of the reforms carried out by the countries of Continental Europe, all have moved in the direction of greater flexibility in social protection.
