The Determinants of Data Governance Adoption in Ministerial Departments in Morocco: A Logistic Model
Abstract
This article aims to identify the factors influencing the adoption of data governance in ministerial departments in Morocco. Through a methodology combining an exploratory approach and the use of a logistic regression model, we conducted semi-structured interviews with 18 information systems managers from various ministerial departments. The collected data underwent thorough analysis. The results reveal that several factors significantly impact the adoption of data governance. Notably, data-related skills, user attitudes, and IT infrastructure were identified as particularly determinant. In contrast, other factors, such as organizational structure and regulatory framework, appear to have less influence in this specific context. By highlighting the importance of these determinants, this article offers valuable insights for decision-makers to promote the successful adoption of data governance in Moroccan ministerial departments. This approach aims to strengthen institutional capacities and promote responsible data management in a constantly evolving environment.
