ANALYSIS OF THE IMPLEMENTATION OF THE THIRD STAGE OF SUBPROGRAM «DEVELOPMENT AND USE OF THE ARCTIC REGION» OF THE FEDERAL TARGET PROGRAM «WORLD OCEAN»

Abstract

This article contains analysis of the implementation of the third stage of subprogram «Development and use of Arctic region» of the federal target program «World ocean». Following areas of subprogram were analyzed during the research: capital investments, research and development, «other needs» article, level of fi nancing and means of subprogram’s results evaluation. Also method of weight coefficients was used for assessment of subprogram’s eff ectiveness and adjustments for subprogram system of management were proposed based on results of the research.
