Abstract
This article proposes a model to analyze participation, but in fact, is an interpretation of this as a process of planning and social change. It shows some of the huge difficulties population participation implies and some conditions needed to be effective in the metropolitan scale for the case of Mexico City, or some other similar city. The text is structured in introduction, model proposal, a section that deals about disorganized population, and conclusions.
