The process of the performance appraisal of professional military personnel in such a large organization as the Armed Forces should create the preconditions for maximum motivation and engagement in the execution of tasks, as well as for the successful management of the personnel in service. Constant development in the area of human resources, protection of human rights, and the results of the latest scientific research impose the need for continuous upgrading and improvement of the system of professional military personnel performance appraisal, in order to ensure its objectivity and fairness. Precise and clear definition of parameters and criteria for professional military personnel performance appraisal and elimination of any subjectivity during the performance appraisal process, is a starting ground for managing the personnel in service in accordance with their evinced qualities and capabilities, and for creating the conditions for the highest posts in the Armed Forces to be reached by the most capable. The paper provides a comparative analysis of the rule books of military personnel appraisal, which have been in force from 1979 to the present day, in the Yugoslav People's Army, the Armed Forces of Yugoslavia, the Armed Forces of Serbia and Montenegro, and the Serbian Armed Forces, as well as a comparative analysis of the documents regulating the military personnel appraisal in armed forces in the region.
