Faire participer les minorités, un objectif dans les quartiers prioritaires ?
Abstract
Germany and France have implemented public policies focused on segregated neighbourhoods, respectively called « Soziale Stadt » and « Politique de la ville ». These policies consist in giving resources to these areas; they also aim at developing public participation. The prioritization process of these areas is based on quantitative indicators which outline various minorities, differing from one country to the other. This contribution questions whether those minorities are effectively involved in participative process. Two policy models are suggested, considering the delimitation process of segregated areas and the type of participative process which is implemented. The first model, called « empowerment of marginal minorities », shows an empowerment process, focused on poor foreigners, without giving them a genuine perspective of improvement in their situation. The second model, « republican participation », shows a participative process which doesn’t aim at involving minorities: it is rather relying on urban renewal in order to bring them better living conditions.
