Risk-oriented approach in organizing and implementation of state supervision in the field of civil defense

Abstract

This article outlines the main principles of the risk-oriented approach in the organization and implementation of state supervision in the Russian Federation. The domestic and foreign experience in this area is presented. The types of risk-oriented approach are revealed in conducting supervisory activities, static and dynamic. The issues of organization and implementation of state supervision in the field of civil defense are considered, taking into account the criteria of assigning territories to civil defense groups, as well as enterprises, organizations to categories on civil defense. The assignment of territories of cities and other settlements to civil defense groups is carried out depending on their defense and economic significance, population size, the presence on the territories of organizations classified as civil defense - of particular importance, first and second, and also dangerous for the population and territories. Based on the available criteria, the procedure for implementing a risk-based approach in the implementation of state supervision in the field of civil defense in respect of territories and facilities was proposed. It was proposed to develop a methodology that would reduce the hazard category of the facility.
