The method of evaluation of power decentralization impact on territories investment profiles forming

Abstract

The article is devoted to developing of the basic elements of methodology for assessing the impact of power decentralization. It is concerned to the local-self government reforming in Ukraine which impacts on investment profiles of territories formation. Authors formulate the theoretical nature of such categories as ‘power decentralization’ and ‘investment profile of territory’. Authors argue that decentralization is a multifaceted concept. It has the financial, political and administrative aspects, so its practical effectiveness verification can be evaluated by using the system of most informative indicators. In order to form the investment profile of territory it is proposed to establish a maximum (for indexes-stimulants) and minimum (for indexes-destimulants) values. It is offered on that basis to calculate the integral index of investment attractiveness.
