The article presents considerations regarding the formal and theoretical basis for assessing the quality of activities in public organizations. The notions of public entity and public organization are expla­ined. The synthesis of the characteristics of the strategy „Efficient State 2020" is presented. A comparative ana lysis of the objectives of the strategy and their indicators was carried out and their results were discus­sed. The normative definition of quality has been interpreted in the context of public organizations. The concept of quality evaluation has also been presented, taking into account international quality indicators in public administration. An approach was proposed to enable the assessment of the quality of activities in public organizations. The summary contains a synthesis of conditions for the assessment of the quality of activities of public organizations.
