The present work consists of an approach on popular participation in the area of public management. Brazil's 1988 Constitution brought mechanisms to democratize and also encourage effective popular participation in the public sector. With these new rules, Brazil ensures citizens' rights to participate effectively in government decision-making. To perform this research, criteria were used to search and select studies in databases that related the legal themes of public managementand popular participation to better understand the analysis of this systemic review. It was concluded that even with all the information currently available on the internet, the population is still not well informed about their rights to participate in public management, often not even knowing their rights. The possibilities for participation increased significantly. However, it is necessary to increase citizen involvement in the social control of public management.
