Este artículo relaciona este fenómeno tan negativo para el desarrollo social con las prácticas y la cultura política dominantes en la Argentina de los últimos 50 años. E identifica la pérdida continua de capital humano como síntoma y componente de la miríada de causas que pueden explicar la declinación argentina y su profunda crisis actual.</span><span style="font-family: ";Times New Roman";; color: #1b171a; font-size: 8.5pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'KCHGA O+ Simoncini Garamond'; mso-ansi-language: EN-GB; mso-fareast-language: ES; mso-bidi-language: AR-SA;" lang="EN-GB">Since the 1950s, Argentines left their country for economic reasons, political, familiar and cultural. The article relates this very negative phenomenon in terms of social development, to the practices and dominant political culture in Argentina in the last 50 years. It also identifies the continuous loss of human capital as both a symptom and consequence of the myriad of causes which can explained the decline of Argentina and its current crisis. </span>
