The paper discusses the value of water as the main resource of human life, health, well-being and safety. The strategic importance of developing a culture of citizen education as a key aspect of effective water resource management in society is revealed. The paper offers a situational analysis and assesses the level of societal values and priorities amid the crisis conditions of Kyrgyzstan. The normative potentials of society are studied, rational ways of improving the modern society are recommended, and the following is believed necessary – quick development and implementation of targeted programs for raising the socio-cultural and economic level of the population through partnership of government agencies, social institutions and civil society. General scientific methods of analysis, synthesis and generalization of material, qualitative and quantitative assessment of the situation in the world community served as the theoretical and methodological basis of the study. The practical significance and novelty lie in updating and implementing new approaches to water resources, in modern mechanisms for developing a culture of citizen education as an important aspect of effective management of water resources in society, in systematizing the needs of the population, and in all the representatives of the society taking part in decision-making.
