Local government is necessary to see as a complex, dynamic and multifunctional management system. She represent a dynamical, socially caused and politically sensitive phenomenon, in which we cannot apply unified models of regulation, and this represent for every society continues review and problematization, and there for a dynamic normative reactions and practically solutions , because she is very much in correlation with needs of every people. Although we don’t minimize in theory the great significant of local government, not only for democratization of society, but also for efficiently resolving of public services, in every day a situation is far from this. Local government is more than often inefficient; she is often faced with numerous problems that she cannot itself resolve, even though the problems are manly of local nature and there for in jurisdiction of local government. As the main problems arise questions of distribution of competencies between local and state authorities, the extent, type, territorial basis and direct citizen participation in local government.
