Regional policy as a factor in institutional transformation of public management at the regional level

The article deals with the specifics of the institutional transformation of political and bureaucratic institutions that manage not only certain territories. The purpose of the article is to consider regional policy as a factor of institutional transformation of public management at the level of regional administrative-territorial units. The purpose of the article is to identify the features of the transformation of regional policy in the context of democratization and European integration. The EU's regional policy on enhancing the international importance of large urban areas as growth centers is characterized. The peculiarities of the formation of new institutional forms in public governance at regional level have been clarified. The problems of realization of concepts of reforming of modern regional policy on the basis of the analysis of the tendency of economic development are considered. It is determined that the purpose of institutional transformations is to create multitasking centers of public administration, capable to apply modern management technologies, to bring the sphere of public governance of the regional level closer to the standards and processes of management of commercial and international business companies. This task involves revising management objectives, significant staff changes and finding the best national model for regional policy. It is emphasized that the new innovative model of regional policy in today's Ukraine depends primarily on the optimization of regional institutions of governance. It is concluded that the mechanisms of internal transformation of the system of regional public governance should be the management of public projects, the creation of management networks, the cybernetic revolution of governance and in the institutions of governance, etc.
