‘Decree’ Economy

Abstract

The article views the patterns of formation of economic development goals and their reflection in May decrees of the President of Russia. The author compares the imperatives in May decrees of the President of Russia in 2012 and 2018 and discusses the results of implementation of May decrees of 2012. The trend shows the offset of political imperatives into economic sphere and the expansion of regulation beyond state budget. The article analyses the correlation between institutional, and financial and economic resources when implementing socio-economic imperatives. The regulative influence on the results of achieving stated goals is limited and is possible only in state demand and state investments spheres; only limited state regulation is possible when affecting objective macroeconomic indicators and parameters of resource distribution and stimulation of economic agents’ behavior. The assumption is that the stated decree goals and indicators of their achievement are considered absolute imperatives of social development, which marks the conclusion of civilization spiral: centralized plan – ‘wild’ market – state-oligarchical capitalism – oligarch-bureaucratic monopoly
