Impact of local governments’ construction land allocation strategies on innovation-driven development of China
Abstract
[Objective] This study aimed to explore whether the local governments’ construction land allocation strategies, which once promoted China’s high-speed economic growth, can continue to support the country’s innovation-driven development, to realize the goal of precisely optimizing the allocation of construction land and improving the urban innovation ability according to local conditions. [Methods] Based on the perspective of prices, this study constructed an analytical framework for the impact of local governments’ construction land allocation strategies on urban innovation, and then used the panel data of 278 prefecture-level cities from 2007 to 2019 to construct a spatial econometric model for empirical analysis. [Results] (1) The impact of local governments’ construction land allocation strategies on urban innovation presented an inverted U-shaped characteristic in both the national and regional samples. The inflection points of the sample at the national level, eastern, central and western regions occurred when the ratio of the price of commercial and residential land to the price of industrial land were 7.89, 8.56, 7.81, and 7.11, respectively; (2) The impact of industrial land price on urban innovation showed an inverted N-shape in the whole country and the eastern region, and an positive U-shape in the central and western regions; the impact of commercial and residential land price on urban innovation showed an inverted U-shape in the whole country and all regions; (3) The local governments’ construction land allocation strategies had different degrees of influence on urban innovation by affecting the scale and efficiency of industrial development, innovation expenditure, and innovative talents, and there were different mechanisms of influence between industrial land prices and commercial and residential land prices. [Conclusion] It is difficult for local governments’ construction land allocation strategies to continuously promote China’s innovation-driven development, so it is urgent to explore more efficient market-oriented allocation methods and optimize construction land allocation strategy according to local conditions and times to meet the land demand for innovation-driven development.
