FOREIGN EXPERIENCE OF APPLICATION OF THE MECHANISM OF PUBLIC-PRIVATE PARTNERSHIP IN INFRASTRUCTURE PROJECTS IMPLEMENTATION

In a climate of reducing budget expenditures on priority areas of the economy, public-private partnership plays a key role in the context of infrastructure projects implementation as a crucial tool to attract private investment and improve the quality of services provided to the population. The mechanism of public-private partnership in foreign countries has been implemented for a long time and is constantly improving. The leaders in the development of this form of attracting investment for the implementation of infrastructure projects are the UK, France, Germany and the United States. Each country has its own specifics. Socially important issues in view of the growing needs of the population remain a priority for the mechanism of public-private partnership and are directed to a specific area (construction and reconstruction of roads, education, and health). Outstanding feature of the interaction between the state and private structures is in the distribution of risks arising in the process of development, implementation or operation of the project. Each country has its own approaches and individuality in the arranging of public-private partnership. Purpose – study of foreign experience of the mechanism of public-private partnership in infrastructure projects implementation from the perspective of the application of the main achievements of foreign practice in improving the interaction of the state and the private sector in the Russian environment. Methodology – the research methodology is presented by comparative analysis, synthesis, tabular and graphical methods of data processing and presentation. Results: it is concluded that each country is characterized by sectorial specifics in the implementation of infrastructure projects. In the US, roads are of the main interest within this mechanism, in the UK education and health care are preferred, in Germany – education; Italy, Canada and France actively use the mechanism in the field of health care Practical implications: the results should be recommended to the legislative and executive authorities of the Russian Federation and its subjects in the development of state programs to support the implementation of infrastructure projects through public-private partnership
