The National Bank for Economic and Social Development (BNDES) and the recent support of brazilian Sugarcane sector (2002-2015)

Abstract

Historically, the Brazilian State has always been a central agent to support the sugar-energy sector (sugarcane production and its derivatives), activating different policies and resources in distinct periods. Particularly between 2000 and 2015, the BNDES (Banco Nacional de Desenvolvimento Econômico e Social) was central to support the sector through financing in diverse areas crucial to production: infrastructure, logistics, working capital, research, planting among others. A detailed analysis of the BNDES financing data for the sugar-energy sector in this period allows us to understand which agents received benefits and what territorial and political implications this scenario presents. This article expects to demonstrate, in a systematized way, how the recent performance of the BNDES and, thus, the Brazilian State itself, for the sugar-energy sector has occur and how this situation reveals the circumstances of the use of the territory in Brazil by the this sector.
