The peace in which we have lived since the end of World War II, cannot be interpreted as a phenomenon in which human society was able to get rid of the war entirely or the possibility of its occurrence, as the tremendous development in nuclear weapons and their systems, especially the mutually destructive potential of the two great countries. It did not lead to the belief that the war denied itself. The war was, and will not be equal to, social systems, even if some countries claim their peaceful tendency - as a model for one of the ways of dealing between them in international relations, and force in turn will accompany the war on the basis that it is the basic tool that states resort to to achieve their goals and protect the national interest in the event of failure of the roads. Among the radical phenomena in international relations during recent years is the case of emphasizing the nuclear destructive capacity of the superpowers, the Soviet Union and the United States of America, and we find these countries seeking with all their technological knowledge and a scientific and economic base in order to multiply and improve their destructive capacity, and therefore they took weapons. The various nuclear systems in terms of type, range, weight, and systems are accumulating horizontally and vertically, and it has become difficult to reduce the perennial danger and threatening the human entity and the difficulty of reaching international agreements and measures that reduce the risk of a general nuclear war. In political and strategic circumstances like this, we see many countries seeking by every means to join the group of nuclear states, and it is strange that we find many asserting that their security is maintained by increasing the level of risk ... In the name of security, states continue their nuclear tests. In the name of security, hydrogen weapons must be manufactured, and in the name of security every lethal and destructive weapon must be developed, and in the name of security we must challenge one another .... Thus the situation becomes more dangerous.
