Atención focalizada, desde la política social, a los adultos mayores institucionalizados del municipio Placetas, Cuba. / Focused attention, from the social policy, to the institutionalized older adults of the municipality Placetas, Cuba.
Abstract
The high rate of population aging that Cuba has presented has led to the adoption of a policy for attention to the demographic dynamic, based on the guidelines of the economic and social policy of the Party and the Revolution. This policy demands that, within its universal approach, focused attention be given to the different age groups and the particularities of each of them, specifically the elderly. This material refers the attention to the institutionalized older adult in Placetas, the second oldest municipality in Cuba and belonging to Villa Clara, the oldest province in the country. It is framed fundamentally in the Home for the Elderly and in the House of Grandparents, the only institutions of its kind in the municipality that provide direct assistance to the elderly. A characterization of both institutions is carried out: structure according to sex and age, the social and family situation, its main sufferings, the main services that are provided. The main objective is to analyze the relationship between social policy, needs and social services in terms of the powers that local governments have to search for solutions on issues that affect the territory. The main results refer to the articulation of the national, provincial policy, and the adoption of municipal programs to care for the elderly, showing as a limitation the need to encourage actions that take into account the heterogeneity of this population group, both by the ranges of ages, the territorial context, as well as the particular situations that they live. Resumen El elevado índice de envejecimiento poblacional que presenta Cuba ha llevado a la adopción de una política para la atención a la dinámica demográfica, amparada en los Lineamientos de la Política Económica y Social del Partido y la Revolución. Esta política demanda que, dentro de su enfoque universal, se les brinde una atención focalizada a los distintos grupos etarios y sus particularidades, específicamente el adulto mayor. Este material refiere la atención al adulto mayor institucionalizado en el municipio Placetas, el segundo más envejecido de Cuba y perteneciente a Villa Clara, provincia más envejecida del país. Se enmarca fundamentalmente en el Hogar de Ancianos y en la Casa de Abuelos, únicas instituciones de este tipo en el municipio y que brindan atención directa a los adultos mayores. Se caracteriza a la población que se atiende en ambas instituciones: estructura según sexo y edad, la situación social y familiar, sus principales padecimientos, los principales servicios que se brindan. El objetivo fundamental es analizar la relación política social, necesidades y servicios sociales en función de las atribuciones que tienen los gobiernos locales para la búsqueda de soluciones en temáticas que afectan el territorio. Los principales resultados refieren la articulación de la política nacional, provincial, hasta la adopción de programas municipales para la atención a los adultos mayores, mostrándose la necesidad de incentivar acciones que tengan en cuenta la heterogeneidad de ese grupo poblacional, tanto por los rangos de edades, el contexto territorial, así como por las situaciones particulares que viven.
