Idea budżetu partycypacyjnego, czyli o wspуłzarządzaniu sferą publiczną na poziomie lokalnym
Abstract
Participatory budgeting is a mechanism which allows citizens to have their say on the expenditure of public funds. This is possible through the development of a common plan of the allocation of public money to specific infrastructural needs of a city. This paper addresses the concept of participatory budgeting, which is founded on the idea of democratic discussion and joint decision-making regarding the distribution of municipal funds. The prototype of public budget was a plock "fund of underbacks", that gave a chance to local organizations of receipt of financing for realization of the projects (2003 - 2005). The idea of guidance of city Plock pleased to power of Sopot, that in 2011, using the name "public budget" created the certain general procedural model of measure. Now she is used by over 80 cities, a few districts and provinces. The idea of public budget leans after maintenance of democratic discussion and acceptance of general decisions at distribution of municipal budget. It follows marks however, that principles of realization of discussions of public budgets are set from above. Important also that a project contains many limitations sufficiently. The habitant of this city can decide about that, what declared project must be financed from public resources, how also to give suggestion with bringing authorial project. The aim of the paper is to determine why – despite having all the necessary means – only less than 15% of citizens choose to take part in this initiative. Now does not have an exact answer for these questions. It is possible just to assume that subzero appearance arises out of: 1. To the shortage of information about beginning of initiative; 2. Ignorance about possibility to bring in requests of project, as well as that, to take participation as voting; 3. Knowledge not enough on a theme of idea of public discussions of budget; 4. Shortage of the personal interest by such type of positioning at all
